Add scanned document to every new file

Is there a way to set up e-closing so that every time we open a file the file includes a particular document. Meaning, for each file we will need to send wiring instructions to the lender and buyer. Rather than having to go into Generate Documents and upload the instructions to the Scanned/Saved Documents for every file, can we have it set up so that the wire instructions are automatically uploaded to each file upon the file being created?
