LOCKING/UNLOCKING CDS-PREVENTION OF MULTIPLE USERS IN CD/HUD AT SAME TIME Merged

Can there be a feature added to lock and unlock a CD/Hud so that two people can not work in the same HUD/CD at the same time? A feature simply stating that someone is already in this HUD/CD, and display the person's username as well?
